Overview of the Workshop:
Hiring federal employees was never an easy process, and so it is especially frustrating to both line managers and HR offices when a new hire leaves after a year or even sooner. In today’s budget environment, with hard or soft hiring freezes, and early out and buyouts becoming ever more common, it is especially important that once a job offer has been accepted that the agency be able to retain the new hire for a reasonable period of time. With fewer people around to perform the agency’s mission, the mission can be jeopardized, or at least the work unit’s performance may be threatened, by even one ill-timed departure. There is also the ever-present risk that once a position becomes vacant, the organization may lose the FTE, as the agency’s Budget Office may “sweep up” vacant slots to better manage FTE and their associated personnel compensation and benefits budgets across the agency.
The workshop will explore federal agency best practices and creative strategies in onboarding and retaining federal employees, especially in a budget constrained environment.

Gibson was appointed as the Associate Deputy Assistant Secretary for Human Resources for the Department of Health and Human Services (HHS) on May 18, 2014, after serving as the Director of Administration for the National Labor Relations Board (NLRB). At HHS, Ventris is responsible for providing enterprise-wide strategic and corporate leadership in the development and delivery of innovative human resources programs, policies, and services that impact nearly 88,000 employees worldwide.

Since October 2010, Jeffrey Vargas has served as the Chief Learning Officer (CLO) for the Commodity Futures Trading Commission (CFTC). As the CFTC’s first CLO he established their Office of Talent and Leadership Development and created the CFTC’s first-ever, strategic learning plan.
Jeff turns vision into reality; he has helped the Commission move from engaging learning from a transactional perch into envision learning as an engine to help meet new mission requirements. In his first year on the job, he executed a Commission-wide training needs assessment program and developed and deployed a new centralized training budget requirements and execution process. He established a regulatory training series on swaps and an over-the-counter derivative that saved the Commission over $600,000.

John Palguta is Vice President for Policy at the Partnership for Public Service, a non-profit, non-partisan organization dedicated to meeting the workforce needs of government by inspiring a new generation to serve and transforming the government workplace. John has responsibility for a comprehensive program of review and analyses of the human resource management issues in the federal government. John was also instrumental in setting up the Partnership’s Best Places to Work rankings initiative first issued in 2003 and has been involved ever since. He also manages the Partnership’s Federal Human Capital Collaborative, a consortium of 33 federal departments and agencies.

Thomas Mulhern a career Federal human resources executive, currently serves as the Director of Human Resources for the United States Department of the Interior,(DOI). In this position, he provides consultative and strategic human resources leadership support and assistance to the DOI’s 70,000 people workforce and 11 Bureaus and the Office of the Secretary. Mr. Mulhern is currently leading the DOI’s efforts in several human resource strategic initiatives and serves as a Department representative on several activities in support of the United States Office of Personnel Management,(OPM), Chief Human Capital Officer’s (CHCO) and Presidents Management Council,(PMC) initiatives and activities.

Nichole began her career at the Goddard Space Flight Center (GSFC) 24 years ago as an intern in the Cooperative Education Program. After graduating from the University of Maryland Baltimore County in 1992, Nichole accepted a permanent position as a Contract Specialist in the Procurement Operations Division. As a Contract Specialist, Nichole administered and awarded multi-million dollar institutional and project support services contracts. In 1997, Nichole made a major career transition into the Office of Human Capital Management. Nichole is currently the Chief for the Talent Cultivation Office. As the Chief, Nichole leads and manages a team of expert Learning and Development Consultants in the field of organization learning and development that provide integrated strategies to develop and retain a workforce that best aligns with NASA’s Vision.
