Greg Elin Chief Data Officer Federal Communications Commission Greg Elin is the first Chief Data Officer for the Federal Communications Commission (FCC). As part of the agency's Data Innovation Initiative, Elin launched the FCC's first web service APIs and hosted the agency's first Open Developer Day. His most recent project at the FCC was putting the Public Inspection Files of over 2,000 television stations, including the stations political advertising files, online for public review. Previous to the FCC, Elin worked with United Cerebral Palsy as their Chief Technology Officer, exploring the opportunities of a technology-fueled future for extreme users. From 2006 to 2009, Elin was at the Sunlight Foundation, where he created the Sunlight Labs and initiated and promoted web service APIs for government and political data. He also served as Chief Evangelist for the Foundation and was routinely quoted in the media about technology and transparency. Elin is credited with creating Fotonotes, an open source web-based image annotation tool whose meme has been widely adopted. Dr. Mark A. Luker Associate Director & Chair of Big Data Steering Committee NITRD Dr. Mark A. Luker�s appointment to the Networking and Information Technology Research and Development Program (NITRD) stems from his involvement with the National Institute of Standards and Technology (NIST), Information Technology Laboratory (ITL). Prior to joining NIST, he served as a telecommunications policy specialist at the National Telecommunications and Information Administration in the U.S. Department of Commerce. Dr. Luker has served as the vice president of EDUCAUSE, an association of more than 2,000 universities and colleges that promotes the transformation of higher education through innovative applications of information technology. As vice president, he led the Washington, D.C.-based EDUCAUSE policy program as well as Net@EDU, a thought-leadership coalition of university Chief Information Officers (CIOs) and state network directors working to advance a national networking for both research and education. He also served as the program director for advanced networking at the National Science Foundation and as the CIO of the University of Wisconsin-Madison campus. In this role, Dr. Luker was active in several national projects including the National Learning Infrastructure Initiative and the Coalition for Networked Information. Dr. Luker received his Ph.D. in Mathematics from the University of California, Berkeley. He served as a faculty member in computer science and as acting dean of Science and Engineering at the University of Minnesota, Duluth, before moving into information technology management. Alex Rossino Principal Research Analyst Deltek Dr. Alex Rossino is a principal research analyst on Deltek�s Federal Industry Analysis Team, specializing in providing insight into IT market trends in the U.S. federal government, particularly the U.S. Army and the Department of Defense (DoD). Adept at public sector research, spending analysis, and acquisition trend analysis, Dr. Rossino began working at INPUT on the Federal Research and Analysis Team in May 2007. Previously, Dr. Rossino worked as a proposal manager/coordinator in the Business Development Division of Kadix Systems, where he contributed to several successful proposal efforts. He is also a Shipley Certified Proposal Process Professional. Prior to Kadix Systems, Dr. Rossino worked in the non-profit sector for three and a half years writing grant proposals and directing subject matter research. He also spent almost a decade with the U.S. Holocaust Memorial Museum as program officer and academic event coordinator. His expertise lies in developing in-depth knowledge of federal IT opportunities and in understanding agency strategies for implementing large-scale IT initiatives. Rossino holds Master�s and Doctoral degrees from the Maxwell School of Public Citizenship at Syracuse University, and a Bachelor�s degree from Canisius College in Buffalo, N.Y.
