CPIC 2010 Immersion™ Education Event



CPIC Immersion™ is an intensive educational and professional development program designed to strengthen your CPIC knowledge and skills. CPIC Immersion™ follows directly after the CPIC2010 Conference. It will feature individual subject matter expert instructors matched to specifics topics related to elements of the Capital Planning and Investment Control life cycle. It is designed to emphasize interaction between attendees and the session leaders, and is limited to a small group of attendees. The CPIC Immersion™ 1-day program is organized according to the CPIC management life cycle phases:
Pre-Select Phase session - aimed at defining candidate investment alternatives to meet agency mission needs;
Select Phase session - will focus on how to prioritize, budget, & authorize the investment portfolio aligned to agency performance requirements;
Control Phase session - will cover best-practice-based acquisition baseline planning and control featuring Earned Value Management and Technical Performance Measurement;
Evaluation Phase session - will address processes for disciplined post-implementation performance planning, measurement and reporting to maximize benefits from deployed investments.

 

Speaker and Presenter Information

Bill Mathis, President CPIC Solutions, Federal CPIC Forum Board of Advisors and CPIC 2010 Co-chair. Mr. Mathis will serve as overall coordinator of the CPIC Immersion event. Bill has over 25 years experience in program and portfolio cost, schedule, performance and risk management experience developed through service to numerous government and commercial customers worldwide. Bill is regularly asked to speak on a range of topics related to CPIC management processes and techniques at government and industry leadership forums. He was one of the Founding Members of the Federal CPIC Forum and is also an active advisor to the Government Accountability Office in the development of the Cost Estimating and Assessment Guide (GAO-09-3SP). Subject matter experts and leaders in their field will provide instruction in one or more of the topic sessions. Gustavo Calderon, President Compass Systems Consulting. Mr. Calderon will lead a CPIC Control Phase session on "Fundamentals of EVM Performance Measurement Baselines and the IBR". Mr. Calderon is a highly-qualified management consultant with over twenty-four years experience working with clients at the executive and senior levels. He has managed large-scale and complex information systems and enterprise-wide projects including Business Process Reengineering (BPR), Enterprise Resource Planning (ERP), Enterprise Application Integration (EAI), and web-based application deployments. He has deep knowledge of multi-industry business processes, effective use of information technology, application of leading Systems Development Lifecycle (SDLC) methodologies, and strong background in Project Management including Earned Value Management. Since 1999 Gustavo has also been teaching and lecturing at industry, government and university levels Project Management, Earned Value Management, Performance Based Acquisition, Capital Planning, Business Strategy, Organizational Change Management, and Marketing. Rich Dougherty, Chief Executive Officer of Expert Choice. Mr Dougherty will lead the CPIC Select Phase Immersion Session entitled “Portfolio Budget Prioritization and Investment Selection”. Rich has more than 18 years of business management, consulting and facilitation experience. In addition to his responsibilities as CEO, Rich is an expert in collaborative decision making, and has extensive experience helping Federal agencies with their CPIC and ITIM programs. He has facilitated meetings with numerous senior executives in government and commercial environments to help them address their project portfolio, capital asset, risk, and vendor selection challenges. His recent engagements include DOI, NASA, and the Navy, as well as commercial organizations including Exxon, Sprint, and Autodesk. Prior to joining Expert Choice, Rich served as an executive for two Internet start-ups and held several positions at Dell Computer Corporation where he managed the development and launch of the world’s best-selling workstation. Before joining Dell, Rich was a Consultant for PRC EMI, Inc., supporting various Federal organizations including the Department of Defense and the U.S. Environmental Protection Agency. Rich earned a B.A. from the University of Virginia and an M.B.A. from the University of North Carolina in Chapel Hill. Other speakers will be announced soon.
