The US Department of War is changing its approaches to requirements and acquisition to focus more on near-term operational problems. Non-kinetic capabilities will be key elements of solutions that the Pentagon can field quickly. The character of warfare is also changing. The war in Ukraine and recent operations in the Red Sea highlight how adaptation is increasingly more important than raw performance in achieving advantage. Cyber and electronic warfare capabilities are among the most adaptable US capabilities and will be central to winning the adaptation competition. This talk will highlight how changes in DoW organizations and processes, current operations, and technology are creating new challenges and opportunities for electromagnetic spectrum capabilities.

Speaker and Presenter Information

Bryan Clark is a senior fellow and Director of the Center for Defense Concepts and Technology at Hudson Institute. He leads studies there in naval operations and fleet architecture, electronic warfare, autonomous systems, military competitions, 5G telecommunications, and command and control.


Before joining Hudson Institute, Bryan was a senior fellow at the Center for Strategic and Budgetary Assessments (CSBA), and special assistant to the Chief of Naval Operations and director of his Commander’s Action Group. During his 25-year Navy career, Bryan was an enlisted and officer submariner.
