The OMB Circular, No. A–11, Part 7 PLANNING, BUDGETING, ACQUISITION, AND MANAGEMENT OF CAPITAL ASSETS says that all major projects will be managed using EVMS as defined in the Capital Programming Guide. That the information will be used to report to status against OMB 300 programs. EVM is a proven project management technique which will provide an early warning of project cost and schedule performance issues.
In the IT Dashboard providing Federal agencies and the public the ability to view details of Federal information technology project performance information, Cost and schedule performance information is reported monthly by Agencies in the OMB 300 Table IIA format. The CIO and project managers can utilize these performance results to identify cost overruns or savings, inferior estimates, schedule delays, or management performance issues affecting the investment.
The OMB TechStat sessions schedules reviews of every major IT Investment project in the government. TechStat review projects are chosen based on data reported on the Federal IT Dashboard which provides the public and federal managers insight into Agency project performance. The objective is to identify projects which are performing poorly and should be paused until corrective actions can be implemented or canceled all together.
The OMB 25 POINT IMPLEMENTATION PLAN TO REFORM FEDERAL INFORMATION TECHNOLOGY MANAGEMENT requires the adoption of a modular approach to major IT system development so as to deploy working business functionality in release cycles no longer than 12 months, and, ideally, less than six months, with initial deployment to end users no later than 18 months after the program begins. Many Agencies are considering Agile or Agile like development methods and concerned about how to comply with OMB Circular A-11 and the Federal IT Dashboard.
The GAO believes Agencies need to improve the implementation and use of earned value techniques to help manage major system acquisitions. The GAO is recommending that the selected agencies modify EVM policies to be consistent with best practices, implement EVM practices that address identified weaknesses, and manage negative earned value trends.

Mr. Scott is a Managing Director at KM Systems Group. He has more than 25 years of experience with both government and commercial customers in the implementation of systems and processes to improve IT management processes. He is regarded for his knowledge of Project Portfolio Management, Capital Planning and Investment Control, Earned Value Management,
and Business Process Improvement.
Mr. Scott has pioneered strategies and methodologies for applying EVM as a project controls
tool for Agile development projects. He is responsible for ensuring that customers achieve significant, measurable results by implementing a performance based measurement system and utilizing the latest enabling software solutions to improve project and earned value management processes. He is also a contributing author of the ACT/IAC white paper on Government
Acquisition for Agile Projects.
Mr. Scott participates in Government Accountability Office (GAO) expert sessions regarding project scheduling, cost management, and Agile best practices. He also supports several project
management associations including PMI, NDIA PMSC; and more broadly ACT/IAC.

Mr. Martin’s experience spans more than 25 years of planning and implementing information-driven business improvements for Fortune 200 clients and major government agencies, by employing business process improvement and systems integration solutions. His program management work has included all phases of the information systems development lifecycle, from strategic planning through the design, development, and implementation of large-scale systems.
Mr. Martin is a recognized expert in the field of information systems and technology development and acquisition, and earned value management having testified as an expert witness in numerous cases for Fortune 100 clients. Prior to founding KM Systems Group, Mr. Martin was Senior Vice-President and Global Chief Knowledge Officer at KPMG Consulting, where he served on the Executive and Operating Committee along with other key executives and industry practice leaders. He specialized in the project management of major software development programs, and developed KPMG’s Program and Project Management methodologies. Additionally, Mr. Martin has extensive experience in EVM implementation and helped to develop the EVM standard.
