Strategic Sourcing in the Federal Government Training Workshop II



Congress has initiated significant reductions in Agency Budgets.  Agencies must find ways to reduce costs while maintaining service levels and meeting mission requirements.  Strategic Sourcing is a method to meet these goals.  A previous   OMB issued Memorandum to Chief Acquisition Officers, Chief Information Officers, and Chief Financial Officers  initiated the commercial best practice of Strategic Sourcing.  To date, the federal government has pursued this mandate both individually and collectively.  Many agencies have successfully implemented Strategic Sourcing initiatives.  This Workshop will share methods, best practices and lessons learned to help the government reduce costs in the new fiscally restrained environment. 

Cost reduction, process improvements, better demand management, and other strategic sourcing benefits compliment the current Administration’s focus of improving government operations in an era of flat and or decreasing budgets.  Strategic Sourcing can permit Agencies to meet their mission requirements using less funds.

He specializes in the field of strategic sourcing, where he has led multiple initiatives, specifically in the Federal Government, through supply market analysis, spend analysis, commodity sourcing strategy development, performance management, technology strategy, and developing business cases. Mr. Ramadan also has substantial experience in overall procurement and acquisition strategy development. Some specific examples of strategic sourcing efforts led by Mr. Ramadan include the following: -Leading the support of the Department of Navy Strategic Sourcing Program and senior-level working committee Mr. Ramadan is currently leading the support of the Navy’s Strategic Sourcing Program Management office. In this role, he led the development of a Governance Structure for Strategic Sourcing within the Navy, which was approved and signed by the highest level of Naval acquisition (ASN(RD&A)). Mr. Ramadan is also assisting the Navy in determining opportunities to run Navy-wide Strategic Sourcing Commodity teams, as well as facilitating and developing strategies for new and existing Commodity teams. -Led all aspects of designing and initiating execution of the Marine Corps-wide Strategic Souring initiative Mr. Ramadan led the development of a Governance Structure for Strategic Sourcing within the Marine Corps, as well as developed a Communications Strategy. He led three separate Commodity Teams covering Information Technology, Office Equipment (Copiers, Scanners, Faxes), and Clothing. The teams have performed Spend Analyses, Market Analyses, as well as development of Business Cases and overall strategies. Opportunity areas determined included savings from sourcing and procurement process enhancements, demand management opportunities, and technology related improvements. In addition, Mr. Ramadan has worked at Booz Allen as an Associate directing the successful execution of multiple large scale consulting engagements. Mr. Ramadan holds an MBA from the University of Virginia and a BS in Management Science and Information Technology from Virginia Tech. -------------------------------------------------------------------- Aram Mazmanian Senior Associate Censeo Consulting Group Aram has over 9 years of industry and consulting experience, with a primary focus on Federal Government and the aerospace and defense industry. Aram has expertise in value chain analysis and reengineering, with a particular focus on supply chain and inventory strategy. Specifically, Aram has consulted in the areas of supply chain management, operational improvement, inventory strategy, and strategic sourcing while demonstrating expertise in value stream mapping, market assessment, spend analysis, supply risk assessment, cost modeling, and application of lean six sigma methodologies. Some specific examples of strategic sourcing efforts led by Mr. Mazmanian include the following: -Performed comprehensive Department of Commerce-wide spend analysis, which provided visibility into department spend trends, revealed spend redundancies, and identified over $50M in annual savings opportunities Aram led a Department of Commerce-wide spend analysis built on financial, contracting, purchase card, and asset management databases with the purpose of identifying primary savings opportunities. The analysis required the reconciliation of disparate datasets, categorization of specific expenditures, and identification of operational inefficiencies that if addressed, would lead to savings opportunities. The assessment identified over $50M in potential savings which are currently being addressed by the Department. -Supported Department of Navy-wide Strategic Sourcing initiative on Program Management Services, analyzing and developing a strategy for improved acquisition and management of ~$750M in annual spend; The strategy will result in savings of ~$52M Aram led the Department of Navy’s Strategic Sourcing initiative on Standard Program Management Services, including the acquisition and management of Project Management, Administrative, Financial Management, and basic IT Services. The initiative included an in-depth review of contracts, spend analysis, enterprise-wide Subject Matter Expert interviews, and assessment of the supplier market in the formation of a Sourcing Strategy. In support of the Strategic Sourcing Program Management Office, Aram also provided training to key staff. The resulting strategy will result in $52M in savings over five years. In addition, Mr. Mazmanian has worked at Capital One Financial as a process manager in Global Finance operations. Mr. Mazmanian holds an MBA and MS, Industrial and Operations Engineering from the University of Michigan and a BS in Integrated Science and Technology from James Madison University. ----------------------------------------------------------- Mark Klupt Principal Censeo Consulting Group Mr. Klupt is a management consultant and lawyer with over 15 years of strategy and operations experience. Mark has deep supply chain expertise and has led multiple initiatives involving supply market analysis, commodity sourcing strategy development and performance management. Some specific examples of strategic sourcing efforts led by Mr. Klupt include: Developed a sourcing strategy for a major manufacturer. Mr. Klupt led a project team analyzing a major manufacturer's indirect procurement spend (~$2.6B) and worked to develop long-term procurement savings initiatives in connection with a pending merger. As a result the team identified savings initiatives worth > $100M. Created savings initiatives for a financial institution Mr. Klupt led a team in its analysis of an institution's indirect procurement spend and developed savings recommendations. As a result of this project the client saved~ $100M from a base of ~$1B. Led a team creating a procurement strategy for a food services company Mr. Klupt led a team in categorizing and analyzing spend and creating a savings strategy for a major food services company. This project resulted in recommendations producing savings ~15% off their initial spend in addressable categories. Led a team addressing a major pharmaceutical company's lab instrument services spend Mr. Klupt led team addressing a major pharmaceutical company's service spend on laboratory equipment by classifying spend, identifying potential savings, and conducting RFPs to identify strategic partners. This resulted in a 25% reduction in spend while increasing service levels and customer satisfaction. Mark has previously worked as a Principal at the Boston Consulting Group and as an attorney for Vinson & Elkins, LLP. Mark holds a J.D. from the University of Virginia, an M.S. in Public Policy and Management from Carnegie Mellon University, and a B.A. in economics from The Johns Hopkins University. Mark is a member of the Washington, D.C. and Maryland state bars. ------------------------------ Steve Krauss Corporate Development Officer Censeo Consulting Group Steve Krauss has spent 20 years in the IT industry, the last 10 in the Federal IT market. Before joining Censeo, Steve helped Pragmatics nearly double its revenue over a two-year period as Director of Corporate Development. Prior to that he spent eight years at GTSI Corp, where he served as Director of Enterprise Computing Solutions and Program Management, and prior to that Steve spent eight years at Hewlett-Packard Company. Steve has held positions in business development, marketing, customer support, operations, and supply chain/logistics. For the past two years, Steve has served as the President of the Bethesda Chapter of the Armed Forces Communications and Electronics Association (AFCEA), a non-profit organization focused on facilitating ethical collaboration and understanding between government and industry. Steve was recently named one of 23 industry winners of the prestigious Fed 100 Award, for his leadership of AFCEA Bethesda. Other awards Steve has received over the past several years include being selected as one of 15 “Government Channel Leaders” by Washington Technology in 2005, being named a “Rising Star” by Federal Computer Week in 2006, and being named an “Emerging Leader” by AFCEA International in 2007. Steve holds a B.S. in Computer Systems Engineering and a M.S. in Engineering-Economic Systems, both from Stanford University where he graduated with Honors.
