Simplified Acquisitions: A Missed Opportunity for Small Government Contractors
Purchases made under the Simplified Acquisition Procedures (SAP) accounted for over 800,000 contract actions in FY2011. How many did your company win or even know about?
In FY11 (a compressed fiscal year), federal agencies purchased in excess of $16 billion dollars in goods and services using streamlined acquisition procedures, a more than $4 billion dollar increase over FY10 spending.
According to the Federal Procurement Data System and USASpending.gov, over half of the awarded dollars went to small businesses and more than $2 billion was spent below the threshold requiring solicitation synopsis. This means a significant number of these opportunities legitimately flew below the radar.
This seminar edition of The ASBCs of Government Contracting will provide a substantive overview of the Simplified Acquisition Procedures and Threshold, the FAR exception that allowed agencies to issue awards valued up to $6.5 million dollars using streamlined procedures, and what was purchased and who was purchasing it during the most recently completed fiscal year.
