Coordination is Key to CDO Success

Chief Data Officers (CDOs) are one of the newer positions in government, but their role is quickly becoming one of the most critical. A CDO is charged with overseeing data-related functions, including data management, ensuring data quality, and creating data strategy. For government agencies, this requires close coordination with the Federal Data Strategy and the DoD Data Strategy.

Both of these documents define the specific roles and responsibilities of data officers and provide a framework for working with and securing data. Of course, each agency has unique requirements and missions, leaving the CDO to work out how to apply this guidance and standards to their organization.

Agencies are meeting these guidelines and integrating CDOs in different ways. The Department of Homeland Security (DHS) recently announced a department-level CDO office to better integrate data into its operations and those of other agencies. The need for this level of coordination was underscored as DHS launched a department-wide COVID-19 vaccination campaign in partnership with the Department of Veterans Affairs health centers. DHS needed to identify, contact and manage responses from workers, which meant collecting and reconciling many different datasets from across the department.

The Growing Impact of IoT

The use of Internet of Things (IoT) to manage infrastructure and services is not a new concept, but response to the new normal of pandemic life, natural disasters, and the implementation of 5G networks all could accelerate the implementation of IoT solutions.

Remote Management

Stay-at-home orders, social distancing measures, and backlogged inspection schedules all combine to make a great case for implementing sensors and other IoT devices as part of infrastructure management. With technology providing data on the status of equipment, facilities, and general infrastructure like roads and bridges, the need to deploy inspectors to the field can be minimized. In the short term, this reduces potential points of exposure for inspectors and field staff. Longer term, it adds a new "colleague" to field management teams. IoT can handle routine, low risk monitoring, freeing up humans to focus on more complex or higher priority tasks and activities.

Get to Know the CDO

Chief Data Officer (CDO) may be one of the newest C-suite designations, and it's quickly becoming one of the most important. With data-driven government becoming a mandate via the Federal Data Strategy and the Evidence Act, accountability around data management is essential. More than just a way to check a compliance box, having a CDO is a smart business decision in a world where data is critical to how government organizations interact with constituents. However, having a CDO is only a start. The CDO needs to be set up for success as well.

One report indicated that 60% of federal CDOs lack a clear understanding of their role. According to Gartner, a CDO is a senior executive who bears responsibility for enterprise-wide data and information strategy, governance, control, policy development, and effective exploitation. This role makes sure data is secured appropriately for access, as well as privacy concerns, and sets the rules and processes for managing the data lifecycle. The CDO also develops solutions to use that data to create business value.

Even if the role is defined within an organization, CDOs report they lack budget authority or insight into what budget they have to complete their jobs. This mirrors what we have seen with another "young" position, CIOs. Chief Information Officers have seen their role elevated by its measurement in the FITARA scorecard, and with that tracking, are getting more budget authority and input. In addition to budget, CDOs also need the authority to set and enforce policies and processes across their organization and, in doing so, streamline communication among related groups. Data Centers Continue Their Starring Role

 

Around this same time last year we wrote about the federal government's focus on consolidating data centers for better IT efficiency. The Data Center Optimization Initiative (DCOI) that is driving changes across government has extended its deadlines for agency compliance. Originally, agencies were to meet a variety of consolidation, energy efficiency, and cost reduction goals by the end of calendar year 2018. With fewer than one in five Federal data center leaders saying that their data center was on track to meet their DCOI goals, an extension seemed inevitable. Now, agencies have until 2020 to install energy metering tools, use automated monitoring and operations, maximize floor space use in existing data centers, reduce data center costs by 25%, in addition to a number of other cost savings and efficiency goals.

In addition to DCOI, agencies are also looking to comply with the Modernizing Government Technology Act (MGT) that looks at government IT as a whole, incorporating data centers into the overall plans to modernize how government procures and uses technology for citizen service.

A third driver for modernizing the data center is the desire to do more with the data we have. No longer is a data center a place to store information, it is a place to interact with information. Continue reading

Understandable considering it directly contributes to these issues - mostly security and risk management.
